Bridges to Build Syria (BTBS) and Spring of Hope Association for Relief and Development signed an institutional partnership and cooperation agreement in Latakia on 13 July 2026. It is BTBS’s first agreement inside Syria and was signed under the motto “Together towards rebuilding Syrian people and society”.
BTBS was represented by Nuha Farousi, board member and Director of Technology and Information, and Spring of Hope by the chair of its board, in the presence of members of both teams. Spring of Hope is an organisation licensed in Syria and based in Jisr al-Shughur, Idlib Governorate, working in development, housing, social services, humanitarian and relief assistance, training and economic empowerment.
The agreement establishes a general framework for a strategic partnership that is not limited to a single project but covers institutional, technical and programme work, while each party keeps its legal, administrative and financial independence. It aims to improve living conditions for the communities served, respond to priority needs, strengthen the resilience of local communities and their capacity to recover, and develop initiatives with sustainable and measurable impact.
The agreement sets out a wide range of areas for cooperation, including joint strategic planning, the development of governance and institutional systems, capacity building and training for local staff, humanitarian and relief projects, support for education and vocational training, economic empowerment and livelihoods, particularly for women and young people, community development and recovery, as well as joint studies and the exchange of expertise.
In all areas of cooperation, both parties commit to humanitarian principles: humanity, neutrality, impartiality and independence; respect for human dignity and the rights of the people they serve; non-discrimination; the principle of “do no harm”; the protection of children and people at risk; and transparency and accountability to communities, donors and partners.
The agreement is the first step in building a network of field partners inside Syria, through which BTBS connects the expertise available in Europe with the needs of communities on the ground.
